Resizing has changed in the following ways:
NPC smiths in graemor still are able to resize armour but their price has increased by 2.5 times pre artisan.
Players smiths can resize equipment through the skill refit armour for metallic armours and leathercrafters can resize refinforced and leather armour with the skill tailoring.
Player resizing costs _half_ of the pre artisan cost system. Also if the crafter fail or stops the skill for some reason the amount is refunded to the player in question.
