Conversion Reincarnation

So that players have a chance to test the new structure, races, and guild changes after conversion, it would be good to have a NPC at Ereldon who can reinc players for free for the week following the conversion.

because of the new reinc tax system, reincs will be kind of "free" ones. you wont lose any exp from reinc, instead there is a new tax system that gives you somewhat lower exp gain rate until you've paid your reincarnation tax :)
