1.) Remove the chronomancer leadership.
2.) Give a slight boost to haste/slow depending on how long you have been in the guild, the maximum being what the current leader bonus is.

As it stands, until the current leader reincarnates or suicides, there is no chance to gain leadership at all. Zohlor's suggestion would make the chrono ranks more useful. This being said, only a certain percentage of chronomancers should be able to inhabit each of the ranks to make the positions more coveted.

how about someone can make 1 new beacon every 2 levels, that are there as long as they are a chronomancer and will be back if they rejoin the guild at reinc, that can be removed and put elsewhere. then give them kind of complicated names so that you need to get the name of the rift from the caster to use it. normal chronomancers could get a total of 4 beacons and the guildleader can get 2 more.
The create beacon spell chronomancers are able to cast is not identical to the permemant beacons that could be placed at one point in time. First of all, the beacons created by the spell were temporary and wore off within several minutes of casting...additionally, they don't anchor to the material plane so only the caster of the beacon can make a rift to get you anywhere useful.
Previously permenant beacons could be purchased by players only if they had gained 8 chronomancer levels and cost a sizable amount of money to obtain. The problem was that the beacon was essentially a one-time fee (there was a small upkeep cost) and it allowed players with very few chrono levels and skills to travel quickly around the world...and yes, the old limit was 4 of those beacons. Your suggestion is basically bringing us back to the same thing.
I suspect that some form of permenant beacon is still possible if they were changed to not be so highly effective in allowing a player to move across the world....or at least have a higher cost for doing so. (It was a very quick and cheap way of getting players to most locations).
