I wouldnt be surprised if anyone has said this before, but:
How about supporting parties of 3 in the arena events? Obviously it would be a special event, and everyone would have a party of 3.

But!... What if the participators cannot be divided into equal parties?

You could require that players sign up in predetermined groups of 3. So you make the party before hand, then come and sign up the party.

It's much easier just to have it randomly create two teams.

well, they would always do 2 different events: random teams, and preset teams.
Or you could do dodgeball rules, where the 2 highest total worth characters take turns picking players
