It would make somekind of sense, if someone would implement a City official to Vaerlon where people could conduct Vaerlonian business.
This would be the place where players could go and pay their fines for assaulting city guards/ereldon, this procedure would remove agros towards that player. This would also heal those mobs fully to prevent abuse.
Feel free to suggest other uses for this City official thingy.

Dwarves won't disgrace themselves in the eyes of their ancestors by disobeying reasonable orders and elves... well, they won't lower themselves to the human level of senseless violence and personal vendettas unless the transgressions are really great.
Have vaerlon reputation affect this if implemented - renowned champions are more likely to be believed in their case and notorious people are always regarded very suspicously and thought guilty unless proven otherwise.

There could also be a general wanted list, where criminals(players) would be listed.
Killing/capturing such player and bringing him to justice would award that 'bountyhunter' some cash and reputation at Vaerlon.
You would have to bring the criminals head as proof or force him to surrender. (cash would be drawn from the criminals account)
People could get that wanted status by _killing_ a city guard or other npc of good standing inside the city limits and that wanted status would stay for the rest of the boot unless brought to justice. People on the wanted list would be 'free for all' targets for bountyhunting. The wanted list could also have different degrees of wanted status as reputation has. Multiple murders would have heftier fines than single kill. Maybe it could be tied to the how much -reputation one gains from the kill...
A new command would be introduced 'vaerlon'
'vaerlon wanted' would list the wanted people.
'vaerlon surrender' or 'vaerlon surrender to <player>' would surrender you to justice and transport you and that target player, if present, to Vaerlons Jail'
'vaerlon collect' Collect the bounty. If the bounty still active and you have that persons head in your possession.
In the future other additions would be introduced to this.

just a thought-
As army don't really have any services persay that they can do for other players (as airpriests, earth priests can buff, coven can weave dreams/charm/remove curse, templar can buff, rangers have helpful spells, mages can mana well, psis can bubble, etc, etc, etc- maybe if this is implemented rather than a city official, the honor can be given to the highest ranking army man online-> this could help prevent abuse as well, seeing as an actual player could use his judgement in whether or not to give amnesty, or to collect/warrant a bounty...
Also, as always, it would be nice to put more of the mud into players hands... the more player-oriented the mud becomes, the more creative/flexible people can be (player-oriented w/o abuse, that is...)

This idea doesn't really fit to the original post, but I'll shove it here. a sub, maybe free for all, bounty hunter.
They'd have some guild item or such that identifies them as bounty hunters... maybe a tattoo in the forehead
maybe a magical trap that holds, and it can be set to spring only on a certain player. might be abusable tho... *shrugs*
