1) Some kind of "tracking device". Collars that track your mount's position, for example. It would be similar to the skill "Orinteering"-you type "locate mount" or something and you get vague directions as to where your mount is.
No.

2) Warning message when you leave the game. This is by far the easiest solution: before the player is allowed to log off the game checks to see if the player's mount is in his stall. If it is not, the player is given some sort of warning message before he leaves the game: "Your mount has not been returned to its stall. Quit anyways? Type yes or no." The player would then slap his forehead at his stupidity, return the mount, and then log out. Of course, this is counting on the fact that the player sees the message in the first place, so it should be highlited.
Never.

3) Enable mounts to be transportable via rifts and/or mage's "Return home" spell so they are not accidentally left behind.
Causes more problems than good.

4) New service for Ereldon: "tell ereldon teleport mount". Ereldon would teleport your mount (including any attached vehicles) with you riding on it. Cost would perhaps be a little higher, depending on the size of the mount.
No.

5) This wouldn't help you, per se, but it would be a nice feature: "Your mount has died" notification. A mail is sent to you informing you of when, where, and why your mount died. Saves you the trouble of searching for a dead mount.
No. I don't like idea of getting message from something happening what you actually don't see happening. If you are on vacation on the other side of the world and your cat dies will you get message "Your cat has died" into your head? I don't, though I don't even own a cat. Maybe that's why...

6) Icesus could start selling Icesus-brand gingko bibloa and other herbs to improve memory. Good for Icesus and the players.
Try coca-cola, works for me.

And if you're really that forgetful and/or irresponsible that you would need any of these ideas, just don't buy a mount in the first place.
Yep yep.
