Decree of devastation is more of a chant to focus priest's own thoughts into spell casting than really a real sermon to be preached to other people. While uttering the words of the decree the priest is able to channel more godly energy to his spells making them more potent and destructive. The decree also affects spell effects that are triggered through other means such as spellblade and must be preached while doing those actions and not when one applies the spell effects on their foes.
