Long description:

This elaborate cloak has been made from multiple layers of icy blue canvas that have been layered to look like sheets of ice on top of each other. Edges of the cloak have been decorated with snow white silk that look like small icicles and snow hanging from the edge. It is of adequate quality, and it is in perfect condition.

It looks like it would cover your cloak slot.
