Levin is a more improved and advanced version of the damage type sparks, and requires more concentration and effort from the caster to use this type properly, and therefore it won't be taught to the beginner mages. Only the experienced mages have the skill to control this advanced type. It is said that the mage's knowledge of the masteries help boosting the spell, making it far deadlier.
