This skill is automatically used by the 'perform' command when you are performing the 'rite of power'. Rite of power is used by skilled mages who wish to improve the effects of offensive spells. Unfortunately the effect doesn't last for very long time. You need pure magic in physical form. See 'help spell extract magic'.
